摘　　要：本文分析了《信息网络传播权保护条例》在权利保护上倾向于版权所有者,进一步缩小了图书馆合理使用的范围,指出版权法应充分考虑作品创作者、传播者和使用者之间相对的利益平衡,不能一味地强调版权所有者的利益,对于具有公益性质的图书馆应给予较为充分的合理使用权限。This paper analyses that ＂the rights protection of dissemination of information network ＂ protects the copyright tending towards the holders and further narrows the scope of the rational use of libraries and points out that copyright law should give full consideration to relative balance of the interests between creator,communicators and users and we can not indulge in that the interests of copyright holders,the nature of a public library should be given more access to adequate and reasonable.
