摘　　要：在缺乏规范的法制保障和对文化重视程度不同的社会环境中,图书馆资源获取随机性很强,往往取决于图书馆社会资本的效力。为了提高资源获取能力,图书馆需要在社会资本的三个领域加强建设:增强利益相关者的信任;积极融入社会政治、经济、文化建设,提高社会贡献度和社会声誉;利用各种社会网络为资源获取注入活力。In the social environment to be absence of normative legal protection and the differences degree of emphasis for cultural,randomness to get library resources are highly and it often depends on the effectiveness of the library social capital.To improve capacity of resource acquisition library need to strengthen the construction in the three areas of the social capital：strengthen the confidence of stakeholders;actively integrated into the social development of political,economic and cultural activities.
