摘　　要：两岸"大三通"基本实现后,相较两岸经济合作的快速发展,有关两岸政治议题的讨论显得踟蹰不前。笔者认为,这既是两岸的实务困境所致,也与"两岸关系"思维方式有着密切的关系。为促进思维方式的转变,"两岸治理"或许是一种选择。"两岸治理"可以在契合两岸"关系"发展的现实前提下,在决策上实现两岸公共物品的最优供应,在学术研究中促进两岸学界话语规范的趋近。在现实着力部分,可以在治理知识供给、未来情境规划、战略博弈框架构建、期权市场设计、两岸治理系统动态和代理商激励等方面寻求突破。After the ＂Three Direct Link＂,compare to economic cooperation,the discussion of political issues across Taiwan Strait is in trouble. In my opinion,the reason is not only relevant to practical problems,but also result from the thought of ＂Cross-strait Relations＂ lasting for a long time. Therefore,the concept framework of ＂Cross-strait Governance＂ maybe is the appropriate choice. ＂Cross-strait Governance＂ can be fit for conditions at the present time,make the supply of public goods perfect,and narrow the gap between the cross-strait academic researchers. For the policymaker,we can find the way to breakthrough,including knowledge supply,cross-strait future scenarios,strategic games frame,options market of governance,dynamic system and agent simulation,etc.
