“无为而治”思想对政府公共文化管理的启示

摘　　要："无为而治"是道家管理思想的精髓,是通过"无为"的途径去达到"治"的目的。它包含着广泛而深刻的管理内涵,对于政府公共文化管理有着重要的指导作用。"道法自然",尊重文化发展的规律,政府公共文化管理转变党管意识形态的执政方式;"欲取先予",保证公民的文化权利,建立公共文化服务体系是现代政府的基本职能;"事少而功多",政府不直接经营文化事业或文化设施,通过政策法规对各类文化团体、组织或机构进行管理。Govern by doing nothing that goes against the nature is the essence of the Taoist ideas,is to pursue the object of ＂govern＂ by ＂doing nothing that against the nature＂.This idea contains wide and deep intention in management and can certainly aid the government’s management of the public culture.＂Following nature＂,to respect the principle of the cultural development,government’s public cultural managements should change its formal party-controlled ideas;＂Give before take＂,to ensure the citizens’ cultural rights,government should take the public cultural serving system as one of its basic functions;＂Done little but gained a lot＂,government should legally manage various cultural organizations and institutions instead of directly operating the cultural businesses and facilities.
