摘　　要：文章分析了基层农业科研单位科技创新体系存在的问题,提出了明确构建路线、优化创新载体、拓展创新源头、集聚创新人才、完善创新机制、加大创新投入等构建新型创新体系的对策。The problems of scientific and technological innovation system in grass-roots institutes of agricultural research was analyzed in the paper.Some measures of building new innovation system were put forward,i.e.,making clear route of construction,optimizing innovative carriers,expanding the source of innovation,collecting innovative talents,perfecting innovation mechanisms and increasing innovation investment,etc.
