论产业集群绩效评价指标体系构建——以陶瓷产业集群为例

摘　　要：当前,学术界关于产业集群绩效评价指标体系的研究主要可分为两类:一是从产业集群绩效的局部属性来研究评价指标;二是从产业集群绩效的整体属性来研究评价指标。前者集中于反映产业集群绩效的某一特性,不能全面反映产业集群绩效的涵义,或在评价指标设计时的理论基础支撑方面也有所不足;后者或在评价角度时常错位,或实际应用性差。产业集群本质上是一个经济子系统,基于系统的视角,产业集群的绩效表现为"产业集聚"、"竞争"、"合作"、"创新"、"产出"和"经济促进"六个方面。本文以陶瓷产业集群为例,从上述六个方面选取评价指标,构建一个较为科学、合理的和较为具备应用性的陶瓷产业集群绩效评价指标体系。At present,the academic literatures about performance evaluation index system of industrial clusters can be divided into two categories： one is the study focusing on the partial property of the performance of industrial cluster and the other is the study focusing on the property of the whole.However,either of the two studies has its shortcomings.The former focuses only on a certain characteristic of the performance of industrial cluster,not being able to fully reflect the meaning of the performance,or lacking theoretical support in the design of the index system.While the latter is often misplaced when making performance evaluation,or has a narrow practical application.Because any industrial cluster is essentially an economic subsystem,from the perspective of system,the performance of industrial clusters is reflected in such six areas as ＂ industrial cluster＂,＂ competition＂,＂ cooperation＂,＂ innovation＂,＂output＂and＂economic promotion＂.Taking the ceramic industry as a sample,this paper constructs a performance evaluation index system for the ceramic industrial cluster by selecting evaluation index from the above-mentioned six areas,which is more scientific,rational and has stronger applicability.
