摘　　要：在经济危机的大背景下,同时兼具保障性与拉动内需双重作用的保障性住房建设越来越受到广大人民的关注和支持[1]。十几年来,保障性住房为解决中低收入家庭的居住问题,发挥了巨大的作用。然而我们也看到,我国的保障性住房建设仍然存在着许多问题,严重阻碍了这项民生工程的顺利发展。如何解决运行过程中遇到的问题,推动保障性住房建设顺利进行,已成为当前经济发展所面临的重要任务。In the context of economic crisis, with the role of both security and driving force of domestic demand, the policy of indemnificatory housing Attracting more and more people＇s attention. In the past few years, the policy of indemnificatory housing has played a significant role in solving the housing problem . But we must see that there are still many defects in the implement of the policy, and these problems have seriously obstructed the progress of the project. How to solve the problems have become the most important responsibility.
