摘　　要：自然灾害在人类整体不合理行为干扰下，已由局部区域性灾害日益发展为影响整个人类生存与发展的国际性公害。如何通过有效合理的减灾措施，达到减轻灾害的目的已是人们的共识。“九五”期间，对救援医学防震减灾的研究更是刻不容缓。Affected by human incorrect behavior,disasters are developing their regional natures into global one,and are becoming ainternational marm to human survival and developing.How to make use of suitable and effective measures of disasters prevention to success the minimal losses has become the popular idea of the world.In China,during the period of Ninetyfive plan,researches on earthquakes prevention and rescue in rescue medicine field should brook no deley.
