摘　　要：俄罗斯向信息化社会过渡是保证俄罗斯社会经济稳定发展的要求。只有充分利用信息化社会的物质和精神财富才能保证俄罗斯居民享受应有的生活、经济的繁荣和个人自由发展的必要条件。在这一过程中,政府在制订发展规划、身份论证、规范交易行为、协调各方面关系、先期投入以及基础设施建设等方面发挥着其他部门不可替代的作用;不仅如此,政府还担负着培养信息化专门人才和在社会大众中普及信息技术知识的重任;此外,对于国民经济其他部门来讲,政府部门本身的信息化还起着先导与示范的作用。在整个信息化发展的历程中,制定一个好的发展战略,将会对一个国家或者地区的信息化发展产生深远的影响。提供一个好的信息化发展战略,制定出符合本国国情的信息化发展规划,并使其具有适度的超前性和可持续性,就成为政府在信息化进程中的首要任务。Russian IT-oriented social transition is an imperative to guarantee its social and economic stability and development.Only by fully benefiting from such social,material and spiritual assets can Russia bring about the necessary conditions to guarantee its residents’ enjoyment of their deserved routine and economic prosperity as well as free individual development.In this process the government has played an irreplaceable role in stipulating development plans,identity card certification,regulating transaction behavior,coordinating all relationships,making advanced inputs,and infrastructure construction.Not only so,it has shouldered an important mission to train IT specialists and to popularize IT knowledge in society.Furthermore,the IT-oriented development of government departments in itself has played a guiding and demonstrative role for the other departments of the national economy.Stipulating a good development strategy in the overall process of IT-oriented development will make a far-reaching impact on such a development in a country or region.Thus,it is a task of paramount importance for the government in the course of IT-oriented development to provide a good IT development strategy and make an IT development plan that meets the condition of the country,and to make the plan appropriately in the vanguard and sustainable.
