摘　　要：在人权体系中,基本人权的提出、形成、发展和不同时期类型的固定化,是至关重要的价值取向;随着现代国际人权运动的勃兴所带来的基本人权各种态势发生的变化,必须澄清与基本人权相区别的相关概念,以便将基本人权作为切入点,重视确立基本人权获得优先保障的地位。尊重和保障弱势群体的基本人权充分体现了一切人权的本质,必须从立法、政策和实践积极推动当今各国基本人权化和国际人权一体化的进程,最终为实现和谐社会和世界大同打开通道。In human rights system,the emergence,formation,development and the immobilized type at different period of the basic human rights are very important value orientation.With the modern international human rights movement rising,all types of basic human rights have changed.Only clarify mutually distinct with basic human rights of related theory problems,we can take basic human rights as a correspond point,attention and establish basic human rights should be given priority protection.To respect and protect the vulnerable groups of their basic human rights fully embodies the essence of all human rights.From legislation,policy and practice in all countries,we should actively promote basic human rights and international human rights integration to ultimately realize a harmonious society and universal brotherhood.
