摘　　要：对城市医疗救助费用控制适宜模式的有效实施进行相应的路径设计,概括为"一个中心、两大主体、两种手段",阐明了实现此路径良性运作所需具备的支撑条件。并从宏观和微观两个层面提出了优化路径的相关政策建议,如加大反贫困及医疗卫生体制改革力度、促进医疗救助制度与整个社会医疗保障体系同行、准确定位目标人群、合理确定医疗救助保障水平和保证双向转诊渠道通畅等,以保证各路径环节的顺利运转,达到费用控制既定效果。Corresponsively made the path design for efficient execution of feasible expenditure control pattern of urban medical assistance, which is generalized as ＂one center, two main-bodies and two means＂ , and illustrated the supportive conditions to realize the benign opertation of the path. In order to ensure the expedite running of all path taches and achieve the established effectiveness of expenditure control, we brought forward some relative policies and proposes to optimize the path from the macroscopical and microcosmic view, including strengthening the poverty alleviation, intesifying the reform of health service system, improving the synchronous advance of the medical assistance system and entire social medical security system, confirming accurately the objective public and security level of medical assistance, pledging the smooth function of bidirectionally diverted diagnosis treat.
