中美商品贸易中的内涵碳分析及其政策含义

摘　　要：本文运用投入产出法对中美商品贸易中的内涵碳进行了测算与分析。结果表明:2000—2008年,中国通过中美贸易对美国内涵碳的年净出口量高达1.42亿公吨—6.73亿公吨,占中国当年化石燃料碳排放总量的4.7%—10.9%。中美贸易使中国本土的碳排放增加,而美国则避免了0.55亿公吨—2亿公吨的年碳排放量,占美国当年碳排放总量的1.0%—3.6%。国际上通用的以生产为基础的碳排放核算方法并未考虑这样的转移排放,因而存在重大缺陷。在经济全球化条件下,仅关注一国本土的碳排放状况不足以说明减排成果,也无助于世界范围内减排目标的实现。中美两国间内涵碳流动的显著不平衡,其基本原因是中国在国际贸易产业链中所处的分工地位和国际分工格局,其深层原因是中美两国的经济及技术水平差异。因此,国际贸易中的内涵碳及转移排放是我国参与国际谈判及制定国内相关政策时应高度重视的问题。Based on the input-output analysis,the embodied CO2 of China-US merchandise trade is measured and analyzed in this thesis.The results show that up to 142-673 million tones of CO2 are net exported from China to the US every year between 2000 to 2008 via China-US trade,accounting for 4.7% —10.9% of Chinese total annual fossil fuel CO2 emissions.With China-US trade,China increases domestic CO2 emission,while the U.S.avoids 55-200 million tones of CO2 emission each year,accounting for 1%-3.6% of its annual CO2 emissions.Therefore,the existing production-based accounting of carbon emissions is not fairly enough.Only accounting the domestic CO2 emission of a country neither attests to a country’s CO2 emission reduction fruits nor helps to achieve the worldwide reduction targets.The basic reason of the imbalanced flow of carbon content of China-US merchandise trade is China’s position in the international industrial chains and the current pattern of international division of labor,while the underlying reason is the technological differences between China and the U.S.based on the results,this thesis presents relevant policy recommendations.
