摘　　要：上海医学科研机构目前的主要问题是，机构设置和布局长期未变，资源配置不尽合理；创新能力不强，研究动力不够；重点不突出，力量不集中。从现状看，调整是发展的杠杆。本研究探讨了上海医学科研机构发展策略，从管理和研究层面提出了机构分类、功能定位，优化领域、布局调整的有关建议。Medical research institutions in Shanghai have been developing in at a slow pace because of problems such as out of date institution structures, unreasonable resource allocation and distribution, shortage of research resources, insufficient creativity, and unfocused effort and investment. Hence reform is the only way out. This research discussed the possible strategies for development and proposed some suggestions on the institution categorization, structure change, allocation of resource and overall arrangement.
