大用户直购电交易模式和过网费研究

摘　　要：大用户直购电是现阶段我国电力体制改革的一个热点问题.根据国家对大用户直购电试点的相关政策和文件,介绍了大用户直购电的交易模式专线直购和过网直购,并对过网直购的4种交易模式(协商式双边交易模式、集中撮合式交易、集中竞价交易、期货交易)进行了详细的分析,提出了当前大用户直购电过网费的计算方法,对推进我国大用户直购电交易工作具有现实意义.The direct-purchasing electricity from large customers is a hot issue at the present stage of China′s electric power system reform.According to the pilot policies and documents related to the direct purchase of electricity from large customers,this paper introduces its′ straight line purchase transaction mode and straight over the net purchase,and give over the four straight trading patterns of straight over the net purchase（consultation-sided deal model,focused on matching-based transactions,centralized auction trading,futures） a detailed analysis.Further,the current wheeling cost calculation method of direct-purchasing electricity from large customers is put forward.This will has practical significance on promoting the trading work for China′s direct-purchasing electricity from large customers.
