摘　　要：秩序具有优先于一切的政治价值,群体性事件对社会公共秩序危害巨大,以"向政府泄愤的群体性事件"为最烈。"向政府泄愤的群体性事件"的发生和演变,不仅具有利益、制度、体制、文化和心理等多个层面的成因,更有其独特的生成机理。＂The order has precedence over all in political value.＂ Mass incidents do great harm to social order,especially those of venting anger on the government.The occurrence and evolution of the mass incidents of venting anger on the government have causes in interest,system,institution,culture,and psychology.The formation of the mass incidents of venting anger on the government has its unique mechanism,too.
