摘　　要：本文利用SEEA-E的流量核算方法和分析框架,对上海市2007年能源利用和排放进行核算和分析。建立能源产品实物供给表、能源产品实物使用表、能源利用CO2排放(供给)表和3E对应表,分析各种能源资源消耗和各种污染源,确定其相对重要性。将六类行业经济产出、能源消费和CO2排放的相对重要性并列比较。在此基础上提出节能减排的建议。This paper uses the accounting method and the analytical framework of SEEA-E to calculate and analyze the energy use and the COz emissions due to that energy use in Shanghai in 2007. The paper compiles a table of the physical supply of energy products, a table of the physical use of energy products, a table of CO2 emissions from energy use （supply） and a 3E mapping table. It then analyzes various kinds of energy consumption and sources of pollution, and compares the economic outputs of 6 industries as well as their energy consumptions and CO2 emissions. Finally, the paper puts forward some suggestions on saving energy and reducing emissions.
