摘　　要：公共政策执行是实现公共政策的唯一途径,然而在公共政策执行的现实情景中却存在着以敷衍执行、附加执行、选择执行、歪曲执行等为主要形式的执行偏差问题。本文对各级政府博弈原因进行了分析,指出利益差别是根本原因。在此基础上,指出整合府际多元利益是保证公共政策执行契合政策目标的必要措施。Public policy implementation is the only way to achieve policy objective, but in the process of implementation the policy, there are deviations： perfunctory, additional implementation, select, distort and so on. This article based on this, studies the interest game between levels of government and point out the interest difference is the basic reason. Based on this, pointed out that conformity multifarious interest relationship is necessity to assure public implementation tallying with public policy goal.
