摘 要:城市人防工程规划评价研究在我国还处于空白,对人防工程规划实施的影响因素开展评价研究对于规划实施过程中的调整和修编具有重要意义。引入项目质量管理中的PDCA循环,阐述了人防工程规划实施影响因素评价的地位,构建了人防工程规划实施的影响因素评价指标体系,并进行解析。运用模糊综合评价法,详细阐述了城市人防工程规划实施影响因素评价的原理、方法和步骤,并运用该评价方法对遵义市上版人防工程规划的实施效果进行综合评价,指出弱势影响因素。对于开展城市人防工程规划评价具有指导和借鉴意义。Valuation studying of urban air-defence engineering planning is a blank space in engineering planning of our country,especially the study about the influencing factor of urban air-defence engineering planning during its implementation,which is important for the planning adjustment.Referring to the PDCA circulation method of project quality administration,the importance of valuation about the influencing factor of urban air-defence engineering planning are presented,and the index systems of the valuation are established.By applying the fuzzy synthesized evaluation method,the principle,method and step of valuation about the influencing factor of urban air-defence engineering planning are presented.Then,applying this method,the air-defence engineering planning for Zunyi city are evaluated,and the weak influencing factors are pointed.This is helpful for carrying out the valuation studying of urban air-defence engineering planning.
