摘　　要：长期以来,淮河流域严重的水污染和水短缺问题一直是制约当地社会经济可持续发展的重要因素之一。在探讨了区域发展模式的指导思想、构建原则和总体思路基础上,提出了5种可持续发展模式,并构建了相应的评价指标体系;最后结合淮河流域实际情况选择了全流域71个评价单元的可持续发展模式,这对于该地区今后的社会经济发展具有重要理论指导意义和实践指导作用。For a long time,the serious water-pollution and water shortage problem in the Huaihe River Basin are one of the important factors which are restricting the sustainable development of society and economy.Based on discussing the guiding ideology,structural principle and general plan of area development mode,five development modes and the corresponding assessment indexes are put forward,and the corresponding assessment index system is designed.On the basis of the actual situation of the Huaihe River Basin,the sustainable development mode of 71 units in the Huaihe River Basin has been chosen,which is very significant to guiding the future economic and social development.
