摘  要:供耗平衡分析是当前流域水资源规划中提出的一个新概念。它是以ET控制为基础,以区域真实节水为手段,以实现区域水资源的可持续利用为最终目的。本研究基于供耗平衡分析原理,以SWAT模型为平台构建了分布式水文模型,结合基线调查,对新乡县水资源利用进行规划。通过耗水平衡分析,确定了近、中、中长期规划下的区域耗水目标;在方案分析的基础上,得到了规划年的最优方案集。优选方案评价结果表明:2010年、2015年和2020年目标ET的完成情况为91%、86%、95%;2010年、2015年和2020年地下水超采控制目标完成情况为43%、67%、95%;2020年基本实现了供耗平衡。结果表明:2020年新乡县地下水环境可得到明显改善,在合理的规划下其水资源可实现持续利用。As a new concept,the regional water supply-consumption balance analysis is to obtain high efficiency and sustainable use of regional water resources.Based on the concept and principle of regional water supply-consumption balance analysis,SWAT model was used to build a distributed hydrological model; together with the baseline survey on the regional water environment of Xinxiang County,the comprehensive water resources planning was established.Through water balance analysis,the short,medium,medium to long term planning of regional water consumption objectives were set.Based on the scenarios analysis,the optimal solutions were made.Comprehensive assessment on the optimal schemes showed that the goal ET completion were 91% ,86% ,95% in 2010,2015 and 2020 respectively,with the groundwater exploitation control target were 43% ,67% and 95% .Therefore,the groundwater environment of Xinxiang County would be improved,and the water resources could achieve its sustainable use in the near future.
