新亚欧大陆桥沿桥绿洲经济带建设刍议

摘　　要：新亚欧大陆桥沟通我国东中西三大经济地带，但目前的经济实力和在全国总格局中的作用还不能与沿海轴线和长江轴线相比为使其起到国家主轴框架的作用，必须加强沿桥绿洲经济带建设通过分析沿桥干旱区资源态势及经济基础、交通等基础设施及国际环境，探讨了绿洲发展的可能性。New Euro Asia Continental Bridge(NECB) connects the three biggest economic zones of East,Middle and West,but its economic power and its role in whole nation's development can not parallel with that of Coastal and Yantze River, therefore, the construction of economic zone along the NECB should be addressed so as to make this zone a part of main national development framework, and in arid land areas, the focus is naturally the construction of oasis economy. Through the analysis of natural resources, economic foundation, infrastructure and peripheral international atmosphere,this paper probes into the possibility of oasis economic development and presents proposals related to studying the channel of oil output from Xinjiang and the second railway line which can enter and exit Xinjiang in its south part in order to promote the economic and social development of south Xinjiang and safeguard the society stability and frontier security. At the same time, also some measures like compulsory water saving in agriculture, quota supply and guarantee the industrial and ecological need to relief water resource insufficiency in arid land areas are put forward.
