群众性多元化体育服务体系的建立

摘　　要：以城乡居民体育活动的现状为出发点,从资源保障和组织管理角度出发,提出构建群众性多元化体育服务体育体系的基本框架.研究认为：建立一种多渠道、多元化的资金管理模式;形成一种长久的、合作式的人力资源培养模式;促进学区体育模式的良好运行是构建多元化群众体育服务体系的基础.形成点、线、面结合的群众活动组织网络的管理系统;营造宽辐射面的体育传播体系是构建群众性多元化体育服务体系的一个必不可少的重要保障。Starting off from the status quo of the sports activities of the rural and urban residents,from the perspectives of resources guaranttee and organization and administration,a framework is put forth for the establishment of a multi-channel sports service system for mass participation.The research reveals that the establisment of such a system relies on the establishment of a multi-channel mode of funds management,and the formation of a lasting cooperative training mode of human resources and the smooth and sound operation of sports school district mode.The formation of a managing system of mass sports activity organiztion which is characterized by the combination of spot,line and surface,and the setup of a wide radiating sports dissermination system will play an indispensible role in the establisment of such a multi-channel sports service system.
