天然气价格管制的利与弊——美国经验及其启示

摘　　要：为了更好地推进我国天然气价格体制改革,有必要借鉴国外成熟市场的经验,尤其是美国的经验。通过对美国天然气价格管制历史的研究,分析了价格管制对美国天然气市场所起的积极作用和消极作用,由此得到启示:天然气价格体制改革要结合我国实际情况,不能只看到目前价格管制所带来的弊端,也应该看到其对我国天然气市场有利的一面;要放开非常规天然气价格管制;要加强立法,使价格管理有法可依。In order to further promoting natural gas price reform. China should taking foreign mature markets' experiences for reference, especially USA s experiences. Based on study of USA s natural gas regulation history,it considers that price regulation has advantages and disadvantages for development of USA' s natural gas market, which leads to the conclusion that China s price reform should combine China's actual situation and price regulation has both positive and negative affections for development of China' s natural gas market.it also considers that price deregulation should be a better way for development of unconventional natural gas in China. Moreover, strengthening legislation is very important for providing legal basis lor natural gas price management.
