摘　　要：信息化建设项目评估是对一个地区信息化发展水平及其信息技术应用环境进行定量和定性分析，以便总结信息化的成果和经验，为未来信息化建设项目的决策和实施提供参照与分析依据。介绍了水利部首次开展的水利信息化建设项目成果评估工作的情况，提出了水利信息化建设项目评估指标体系基本内容，总结了信息化建设的成果、经验，汇总分析了评估过程中发现的问题，并提出建议，对今后开展水利信息化建设项目的评估和完善评估指标体系具有重要意义。Project evaluation for informatization construction is a quantitative and qualitative analysis about informatization development level and information technology application environment of a region, so that informatization achievements and experience can be summarized to offer reference and analysis basis for decision- making and implementation of future informatization construction projects.The thesis makes a description of achievement evaluation working situation for water resources informatization construction project that carries out for the first time, gives basic contents of evaluation index system for the project, summarizes achievements and experience for informatization construction, analyses issues found during evaluation, makes some suggestions. All these will be of great importance to carry out project evaluation for water resources informatization construction and to perfect evaluation index system for the future.
