河南平原地下水资源与环境保障能力研究及对策建议

摘　　要：地下水是水资源的组成部分,是生态与环境的重要影响因素,具有资源功能、生态功能和地质环境功能。合理协调地下水不同使用功能之间的关系,加强地下水资源管理,合理开发利用和有效保护地下水资源,是提高地下水资源与环境保障能力的基础。在水资源短缺问题日益突出的现实下,河南平原人口密集区地下水资源利用,尤其是城市地下水超采以及引起的环境问题和地下水污染,必须引起高度重视。从勘查、规划、利用和保护等方面提出了合理利用和有效保护地下水资源与环境的对策建议。Groundwater is one of the components of water resources, is the key important factors of ecology and environment, which has the function of resources, ecology and geology. The article points out reasonable allocation of relations among different function of the groundwater to be used. It strengthens water resources management, rational exploitation and effective protection of groundwater resources, which is the foundation to improve the protection capacity of groundwater resources and environment. Under the condition of water shortages increasing serious in reality, the use of groundwater resources in densely populated areas of Henan plain, especially groundwater overdraft and its caused environmental and groundwater pollution issues, which must be paid more attention. For reasonable utilization and effective protection of groundwater resources and environment, the article puts forward some countermeasures and proposals such as groundwater investigation, planning, utilization and protection.
