摘　　要：图书馆事业的繁荣发展离不开法律的保障和规范,制定一部符合时代发展要求的《图书馆法》已成为图书馆界的共识。图书馆法律关系理论是图书馆法的基本理论,本文着重从图书馆法法律关系的概念、特点、构成要素以及图书馆法律关系的形成、变更、消灭等方面对这一理论问题做以探讨。A library can not develop without guarantee and norms of laws,and formulating one to meet the requirements has become the mutual recognition in the library circle.The theory of legal relations of a library is the basic theory of the library law,from the lawconcepts,features,and elements of the legal relationship this paper focuses on the formation,change,elimination of legal relationship of a library to discuss the theory.
