我国基本医疗卫生服务改革的瓶颈与突破

摘　　要：社会保障权是每一个公民的基本权利。作为社会保障权利的一部分,为公民提供基本医疗卫生服务是政府职能的体现。党的十七大把"人人享有基本医疗卫生服务"确立为全面建设小康社会的重要目标之一。政府在基本医疗卫生服务中需要积极介入并承担起应有的责任。建国以来,我国医疗卫生改革主要经过了全能型政府主导的"大卫生"模式和"市场化"导向的基本医疗服务模式,但仍存在医疗资源配置不均、个人医疗费用上涨过快、不同群体享受的医疗保障待遇差距大等问题。因此,必须制定具有公益性和均等化特点的服务目标、构建多元化医疗卫生服务体系、创设具有均等化导向的财政制度,以促进政府更好地为人民群众提供基本医疗卫生服务。The social security is a basic right of each citizen. To provide every citizen with the basic medical service is an important function of the government since it is one part of the social security rights. In the Seventeenth National Congress of the CPC,＂the basic medical service for everyone＂ is set forth as one of the important objectives of building a well-off in an all-around way. The government should take an active part in and burden the due responsibility in the basic medical service. Since the establishment of the People’s Republic of China,the medical system of our country experienced the reform from the ＂great-health＂ model dominated by the omnipotent government to the ＂market-oriented＂ basic medical service model; however,there still exist problems such as unequal allocation of medical resources,too high personal medical cost,too great differences in medical service among different people,etc. Therefore,we must set forth the service goals such as public benefit orientation and equalization,build up diversified medical service systems,create a financial system oriented at equalization,so as to provide better basic medical service for the people.
