城市医疗救助与城镇居民基本医疗保险制度相衔接模式的分析及建议——以广州市为例

摘　　要：随着社会医疗保险事业的逐步发展,国内一些发达城市正探索城市医疗救助制度与城镇居民基本医疗保险制度相衔接的模式,广州市是先行城市之一。结合广州市的情况,比较其城镇医疗救助与城镇居民基本医疗保险制度的异同,分析两制度相结合的医疗救助模式的特点及成效,并针对存在的一些突出问题提出了进一步完善的思路和对策。With the development of medical insurance services, some developed cities are exploring the mode of combining medical assistance system with basic medical insurance for urban residents. As one of the pilot cities, medical assistance system for urban residents was compared with basic medical insurance for urban residents in Guangzhou. And characteristic and effect of the mode of combining medical assistance system with basic medical insurance were analyzed. Some countermeasures were put forward to solve its problems and improve this mode.
