A Political Economy Analysis on Reasons of the Formation of FTAs of Nonneighborhood:A Thinking based on the Fact of the Quality of Governance

摘　　要：本文以中智自由贸易区为例,回顾了两国自由贸易区的建设历程。在政治经济学框架下对经济规模悬殊的国家间跨区域形式的自由贸易区建成的原因进行了理论与实证分析,找到"政府治理水平"这一影响FTA达成的因素。This paper firstly reviewed the establishment of China-Chile free-trade area. Then from a political economiy point of view, it finds that 'quality of governance' is a factor affecting the formation of free trade agreements (FTA). 'Quality of governance' can explain why more and more free trade areas between countries whose economic sizes differ a lot and who are not near in geography distance are established in recent years. According to a econometric analysis with a logit model, it shows that there is a positive relationship between the probability of FTA formation and the index which reflects 'quality of governance'. Therefore, it proves that governments with high quality of governance are prone to form FTA.
