摘　　要：结合中原油田钻井系统编写、实施“HSEMS”文件的实际，阐述了建立和实施“HSEMS”的重要性、必要性，以及建立和实施“HSEMS”体系过程中应注意的一些问题。HSE MS'is healthy、safety and environment management system in the area of international oil and gas production in these yeas.The article discusses the certainty about management of 'HSE MS',it is pointed out in this article that attention must be paid problems to as building 'HSE MS', the article gives some experiences to the oil and gas industry.
