社区疾病预防控制工作问题与对策探究

摘　　要：目的:分析社区疾病预防控制工作存在的问题,探索有效完成社区疾控工作的方法和途径。方法:现况调查情况。通过分层随机抽样,调查社区卫生服务中心开展疾控工作的完成程度、经费状况、人员基本情况和培训情况。结果:目前社区卫生服务中心开展疾控工作的完成程度平均为74.9%;对疾控工作的拨款占机构总投入的17.1%,疾控支出占总支出5.9%;从事疾控工作人员平均5.6人,占11.3%,人员以高中及以下水平学历为主,无职称和无医学背景的人员分别占10.8%和26.3%;疾控人员参加Ⅰ、Ⅱ类学分培训的分别为3.93人天和12.87人天;社区疾控工作缺乏统一的工作规范和业务指导。结论:经费投入不足、人员素质较低、缺乏规范指导成为制约社区疾控工作开展的主要原因。因此要提高思想认识,转变工作观念;加强经费投入,加强队伍建设;明确工作职责,规范有效指导;加强部门协调。Objective To analyze the problems of community disease prevention and control,and to find the ways to complement communitybased disease control effectively.Methods By stratified random sampling,the situation of disease control,financial condition,personnel information and training condition of community health service centers were investigated.Results The implementation degree of disease control in community health center is of an average of 74.9%.Funding for disease control institutions accounted for 17.1% of total input.Disease control expenditures accounted for 5.9% of total expenditures.Disease control staff members engaged in an average of 5.6 people,accounting for 11.3%.Staff＇s education level is mainly in senior and below.Non-title and non-medical background staff accounted for 10.8% and 26.3% respectively.Disease control personnel who took part in Ⅰ,Ⅱ-type training credits averaged 3.93 person-days and 12.87 person-days,respectively.Community disease control work lacked unified norms and operational guidance.Conclusion The funding shortage,the lower personnel quality,and lack of normative guidance were the main reasons for community having difficulties in carrying out the work of disease control.Therefore,we must enhance their understanding,increase the input of funds,strengthen the human resources,make clear of the duties and responsibilities,provide standardized and effective guidance,and achieve more section coordination.
