摘　　要：CEPA实施7年来,对促进香港与内地贸易自由化具有明显成效,但由于CEPA的实施仍存在诸多障碍,在一定程度上弱化了CEPA的经济效应。政策推动与市场驱动的有效契合是增强CEPA效应的着力点。从战略措施看,推进内地与香港经贸合作关系的深化,需要促进中国内地服务市场对外开放与对内开放的同步推进,要完善与CEPA实施相关联的其他政策措施;港资企业进入内地服务市场应实施差异化战略,在垄断竞争的市场中寻找发展机会;香港与内地区域发展要重视创新推动战略,两地可以通过多种方式,进行研究发展合作,共同参与国际竞争,提升国际竞争力。With the implementation of CEPA,significant results have been achieved in promoting the liberalization of trade between Hong Kong and Mainland in the past seven years,but there are still a lot of obstacles in the implementation of CEPA,which weakened the economic effects of CEPA to a certain extent.This paper proposes that the enhancing of CEPA effect should focus on the harmony between policy boost and market driving.From the point of view of strategic measures,to push ahead the deepening of trade and economic cooperation between Hong Kong and Mainland,we need to promote the advancement of the mainland service market opening up both internally and externally at the same pace and improve other policies associated with the implementation of CEPA;Hong Kong-invested enterprises entering the mainland service market should implement differentiation competitive strategy and seek opportunities in the monopolistic competitive market;Hong Kong and Mainland should appreciate innovation-driven strategy on the issue of regional development.They can cooperate in their research by various ways,participate in international competition and promote international competitiveness together.
