科学决策及其制度依托--澳门特别行政区的启示

摘　　要：科学决策是第三届澳门特区政府的施政切入点,成为引领第三届特区政府施政的核心理念。澳门特区政府推进科学决策的经验表明,科学决策主要依托专家咨询制度和公民参与制度的构建和完善。专家咨询制度主要着眼于各类智库联络机制的建立与协调,公民参与制度则重在规范公众咨询制度的运作,从而实现公共政策科学化与民主化的统一,提升特区政府的管治能力。Scientific decision- making has become a key breakthrough and belief of the 3ird government of Macao Sar. The experience of macao sar government implies that scientic decision - making mainly depends on the institution of the expert consultation and public participation. The former fixes atttention the contact mechanism of all the think tanks, the latter emphasizes on normalization of the the public consultation, thus to diminish the tension of the science and demogracy in public policy - mak- ing, and improve the governance capacity of the government of Macao Sar.
