摘　　要：快速城镇化和大规模的人口流动,对我国现有的住房政策提出了巨大挑战。本文依据城镇化理论、住房市场过滤模型和公平效率原则的基本理论分析,从城乡统一发展和规划的角度出发,提出统一的城乡住房保障体系建设理论模型,以兼顾和强调解决城市外来人口的住房问题,并调整和盘活农村长期闲置住房和宅基地。The high speed of urbanization and the large scale of migration have put forward great challenges on the existing housing policy.Based on the theory of urbanization,model of housing market filtering and analysis of the principles of equity and efficiency,from a unified perspective of urban-rural development and planning,this paper proposes a theoretical model of public housing system.The model will be effective in unifying urban and rural areas public housing,resolving problems of rural to urban population inflow,and adjusting and activating the long-term idle houses and homestead in rural areas.
