摘　　要：根据黑龙江省科技成果转化的现状,深入总结黑龙江省政府在科研管理职能上存在的问题和不足,结合实际情况,提出改进意见,促进政府相关职能部门提高在科技成果转化率上的作用。According to the present situation of the transformation of scientific and technological achievements in Heilongjiang province,this paper thoroughly summarizes the issues and insufficiencies existing in the scientific research management functions in Heilongjiang provincial government and suggestions are given in accordance with the actual situation to promote related governmental functional departments to enhance the functions of increasing the transformation rate of scientific and technological achievements.
