黄河的河流生态资产评估框架研究

摘　　要：河流生态系统是重要的生态系统类型之一,其具有的生态资产对人类社会有重要意义。将河流及其自然资源、生态环境为人类提供的福利和服务作为一种资产进行定量评估有助于全面认识河流的价值,对河流保护及其科学利用具有重要意义。文章通过建立合理的河流生态资产评估框架,将黄河生态资产分为河道内生态资产、河岸带生态资产与河口生态资产三个部分进行了初步评估。基于目前的数据基础和研究成果评估得出的黄河生态资产的价值总量为1 127.82亿元,占黄河流域各省(市、区)2008年GDP的1.27%。结合黄河水资源管理的现状,提出了黄河河流生态资产保护的适应性管理建议。As one of the important ecosystem,river ecosystem has its own ecological assets which have great significance for human society.The quantitative assessment of welfare and services provided to human by the river and its natural resources and ecological environment as a type of asset will contribute to an overall understanding of the value of rivers,which makes a big difference in protecting and scientifically utilizing rivers.Based on the establishment of the reasonable evaluation framework of river ecological assets,the ecological assets of the Yellow River has been evaluated primarily,which is divided into three parts as the in-stream ecological assets,riparian ecological assets and estuary ecological assets.According to current data and research findings,the total value of Yellow River ecological assets was 1 127.82 billion yuan,which took 1.27% of GDP for the whole Yellow River Basin in 2008.Combined with the status of the Yellow River water resources management,the suggestion for the adaptive management of the Yellow River ecological assets protection has been put forward.
