摘　　要：解决投资争议国际中心仲裁机制具既有很多优势,也有一些局限,应采取以下措施予以完善:改革行政理事会主席产生方式、修改法律适用规则、建立独立财政机制、建立上诉机制等。为充分利用这一仲裁机制,我国应建立健全国内的法规制度、撤销对有关公约的保留,并在所签订的双边投资协定中更多引入这一仲裁机制。The arbitration mechanism of ICSID has man y strong points but also restricted by several limits.This paper proposes the following measures to improve the system：reform the nomination system of the chair-person for the administrative committee;modify the applicable rules of the law;establish an independent financial system;and set up an appeal mechanism.To take full advantage of this arbitration mechanism,it is necessary for China to establish and improve related rules and regulations,and lift restrictions on relat-ed conventions.It is highly advisable for China to in-clude the mechanism in its bilateral investment agree-ments.
