摘　　要：保税港区是具有多重战略意义的制度创新,设立保税港区并不只是看它可以创造多少经济效益,重要的是为了改善地区投资的软环境,特别是利用海关保税的独特条件,真正成为国际贸易的新增长点。保税港区的功能开发利用必须在战略上总揽全局,方案上周密论证。本文提出要实施区域功能综合,防止"境内关内"的区域定性难以发挥开放优势;实施特殊政策叠加,防止"多头分管"的管理体制难以提高运营效率;实施区港体制合一,防止"区港分离"难以达到发展的初衷;实施产业导向外向,防止"名不符实"的功能定位难以适应发展要求。Bonded harbor area is a multi-institution al innovation of strategic importance,the establishment of the bonded port area is not only to see it can create economic benefits,it is important to improve the soft environment for investment,in particular the use of the unique bonded conditions,truly become an international trade the new growth point.Function of development and utilization of the bonded area on the overall situation must be strategic,programmatic sufficient demonstration.This paper proposes to implement an integrated regional function,to prevent the ＂ customs territory of＂ regional qualitative is difficult to play the open superiority;stack implementing special policies to prevent the bull charge of the management system is difficult to improve operational efficiency;the unification of the port and free trade zone,to prevent the separation of the two districts to difficult to achieve the original purpose of development;the implementation of industry-focused outward,to prevent the ＂fabled＂ and difficult to meet the development requirements of functional orientation.
