摘　　要：高校思想政治理论教育有效性问题一直是思想政治教育研究的热点和难点。针对当前影响和制约其有效性的因素,依据科学发展观的基本内涵,要增强有效性,一是强调发展,二是坚持以人为本,三是教学诸要素要全面协调,四是在教学中统筹兼顾。The effective problem always is a research focus of college ideological and political theoretical education. Aim at current restrict factors of its effectiveness, on the base of Scientific Concept of Development, the article think to enhance its effectiveness,to do：one emphasizing a development, two persisting the human-orientation,three being harmony with the various didactical factors, four giving attention to both in the teaching.
