集体林权制度改革中必须破解的几个问题——基于浙江遂昌县集体林改实践的认识

摘　　要：介绍了遂昌集体林权制度改革的历程,分析了现阶段深化集体林改过程中面临人口变化引起林地承包权的不公平、林木采伐计划分配的不确定性、公益林不能流转、林权流转受让方的限制、自留山和公益林不能抵押贷款、流转合同到期林木不能按期采伐等影响林业可持续发展和社会稳定的问题,据此提出了针对性破解问题的方法,对当前集体林改工作有借鉴意义。The process of Suichang collective forest tenure reform is introduced in the paper.It indicates that atthe present stage of deepening the reform of collective forest,facing unfair allocation of the forest land contractright caused by demographic changes,timber harvesting plans uncertainty,non-commercial forests can not flow,transfer of forest ownership restrictions on the transferee,private plots of hilly land and non-commercial forestscan not be retained mortgage,timber harvesting and other effects can not be scheduled even transfer contract expires,influence forestry sustainable development and social stability,and then proposed specific crack problemsto help the current reform of collective forest reference work.
