摘　　要：为了进一步揭示医疗供求结构的矛盾,将患者和国民的立场分开来,有利于分析医疗保险的公平性与效率性。借鉴美英等发达国家的改革经验,有助于实现我国医疗机会平等和确保最恰当的医疗改革目标的实现。In order to further reveal the contradictions in the medical supply and demand structure,the distinction of the position of patients and national citizen will help analyze the fairness of health insurance and efficiency,learn from the reform experience of Britain and other developed countries,contribute to achieving the equality of medical opportunity and ensure the most appropriate health care reform goals.
