落后地区科技发展的低投入陷阱的对策研究

摘　　要：针对落后地区科技发展的低投入陷阱的问题,通过分析其内在产生机制,发现落后地区公共资源的可获得性差是直接原因,而创新系统的特性是其主要影响因素。指出解决这一问题的主体是政府,明确了政策目标及政策实施原则,说明了政策实施途径是健全财政援助制度及提升公共服务。Focusing on the problem of low-input traps of science technology development in backward areas,by analyzing the internal mechanisms,this paper finds out that the poor availability of public resources is the direct cause,and the characteristics of innovation system is the main factor.Then it points out that the government should play major role to solute the problem.It also makes clear the policy objectives and policy implementation principles.Finally the paper puts forward some suggestions on the ways of policy implementation to improve financial assistance system and upgrade public services.
