摘　　要：目前矿业权市场中出让、转让探矿权采矿权和对探矿权采矿权监督管理中还存在市场建设和管理、实施和管理、矿山企业性质和规模要求、综合勘查和综合回收要求等方面的问题和不足,应进行针对性的改革。同时要修改《矿产资源法》的相关条款,以对矿产资源管理和矿业权市场进一步法制化和规范化。The paper suggests that reform should be targeted on the problems concerning assignment and transfer of mineral prospecting and exploitation rights in the mining rights market,as well as the supervision and management on them;the problems mainly involved in market improvement and management,implementation and management,the requirements for the nature and scale of mining enterprises,the requirements for comprehensive exploration and recovery.The paper also proposes that the relevant items of 'the Law of Mineral Resources' should be amended so as to further standardize and managing mineral resources and mining right market according to law.
