摘 要:基于近年来我国自然灾害频发、正常饮用水标准在应急状态下难以执行的理性反思,提出了建立"非常态"饮用水标准的思路,并在参考相关标准的基础上设计了"非常态"饮用水标准的基本框架,以期尽快建立有别于现行生活饮用水水质标准及传统检验方法的、以维持生命为目的的"非常态"饮用水卫生标准及相应的快速检验方法,建立完善开放式的联动应急机制,更好地应对重大突发性事件,保障民生安全.Under an emergency condition(such as an accidental contamination)or a natural disaster(such as an earthquake or flood),the normal water treatment and supply systems would be disturbed or damaged and would not work routinely for a period of time. It is generally not practical to carry out the routine drinking water standards for the drinking water treatments and tests in this abnormal period of time. Thus,setting up emergency drinking water standards,fast water treatment systems,and rapid onsite water analysis methods become essential to satisfy safe drinking water needed in these special situations. It is also very important to ensure people's health and safety during emergency and natural disaster periods.
