摘　　要：随着"两淡化,两强化"船员工作思路的实施,船员适任评估越来越引起海事机关、航运公司、培训机构和船员等各方面的高度关注。评估员在船员适任评估中起着举足轻重的作用,本文指出评估员应具备的基本素质,并就如何提升评估员素质,提出措施和建议,旨在推动建立一支公正、公平、高效、廉洁的船员适任评估员队伍。Through the carrying out of the working way of ＂two degrading and two enhancing＂,the emphasis on the evaluating working fitness of seafarers at sea was put sharply by the maritime authorities concerned,shipping companies,training agency and seafarers.The persons evaluating the fitness of seafarers pay important roles in the fitness evaluation.In the paper,the suggestions and countermeasures were put forward in how to enhancing the quality of evaluating persons and establishing a set of excellent evaluating trainers.
