摘　　要："政治中立"原则,是西方文官制度的主要内容之一。这一原则能有效地解决"政党分赃制"带来的行政效率低下和官员腐败的问题,对提高行政效率和稳定政府功能的连续性和稳定性等方面有重要的价值。但是,这一原则也随着时代的发展而发生嬗变。The Principle of Political Neutrality, one of the main content of the western civil servant system, has efficiently resolved the problem of low administrative efficiency and the corruption of officials. Although this principle has played an important role in improving the administrative efficiency and keeping the continuality and stability of the function of administration, it is also transmuting with the development of the time.
