新型农村社会养老保险中农民退休年龄的调整及其可适性研究

摘　　要：2009年9月《关于开展新型农村社会养老保险试点的指导意见》出台,将新型农村社会养老保险制度中农民退休年龄设定为男女皆60周岁,部分省市规定缴费不满15年的可延长缴费期,这意味着农民退休年龄整体上调。调整退休年龄后,在退休金一定的情况下,农民缴费压力明显减轻,同时有三类群体显示出其不适性:"40、50"农民、经济贫困农民、健康状况不佳的农民。这三类群体需要更细致的制度安排——弹性退休制度及特殊的财政扶持政策等。According to the Documents of the new rural elderly support system issued in 2009,the retiring age of farmers is at sixty years old in the system of social elder support security,and in some provinces the period of fee-paying can be lengthened if one did not pay fee as long as fifteen years.It means that the retiring age of farmers is delaying totally.Under this adjustment of the retiring age of farmers,the pressures of former fee-paying is lightened obviously.However,there are three kinds of groups in farmers which can not be suitable with this system.They are the farmers whose ages are between forty and sixty,whose economic situation is poor,and whose healthy situation is not good.Some detailed arrangements in the system of social elder support security,such as the flexibility of the retiring age,specific policy of financial support,would be needed for those three kinds farmer.
