泛珠三角区域科技资源配置的实证研究

摘　　要：根据1999—2007年的科技资源要素数据,采用典型相关分析方法,从投入产出视角对泛珠三角区域科技资源配置行为进行实证研究。研究表明,泛珠三角区域R&D经费内部支出的边际弹性较大,而科技经费内部支出和科技人员全时当量缺乏弹性。应加大R&D经费内部支出的投入,同时注意科技经费内部支出和科技人员的合理配置,避免配置的无效率。This paper carries on empirical research on scientific and technological resources configuration of the pan-pearl river delta region using scientific and technological resources data of year 1999-2007 from the perspective ofinput and output based on canonical correlation analysis.Research shows that the pan-pearl river delta region has big marginal elasticity ofinner expenditure of RD funds and small marginal elasticity ofinner expenditure of scientific and technological funds and full-time equivalent of scientists and engineers.Therefore,it is proper to increase the inner expenditure of RD funds and reasonably configurate the inner expenditure of scientific and technological funds and the full-time equivalent of scientists and engineers to avoid their inefficiency.
