军地物流一体化保障联合指挥问题研究

摘　　要：在战时保障以及抢险救灾等非战争军事行动中,都少不了军地双方的共同参与,而其物流保障指挥却各成体系。如果没有联合指挥机制,必然会影响保障效能的发挥。针对这一问题,阐述了构建军地一体化物流指挥体系的必要性,并重点从法律建设、运行机制和人才队伍建设三个方面提出了应把握的问题。对军地物流一体化保障联合指挥做了初步探索,以期能在物流保障中发挥作用。Military and local logistics are all important in the support of warfare and non-war military operation as disaster-fight,but they all have there owe command systems.The support efficiency cann＇t bring into play lacking of combined command.This paper elaborates the importance of establishing combined command system about integration of the military and local logistics,and puts forward methods in several as-pects as laws construction,operation mechanism and construc-tion of talented contingent.This paper attempts to do some elementary exploration in order to increasing the efficiency of logistics support.
