摘　　要：我国城镇化进程的加快使工程建设与文物保护之间的矛盾日渐突出。应该在进一步完善相关法规的基础上,建立健全一个积极的、贯穿工程建设全过程的文物保护责任体系,以文物保护责任体系来约束工程建设活动,对工程建设项目实施有效保护。The development of modernization makes the contradiction between engineering construction and heritage protection become more and more obvious.Our country should establish a responsibility system of heritage protection which is positive and useful for the whole construction process based on improving some related laws and regulations.And the construction activities must be constrained by the responsibility system of heritage protection to protect the whole process of construction project effectively.
